The Code Enforcement Officer is responsible for investigating and ensuring compliance with City of Kirkland codes and regulations regarding land use and development. Respond to complaints and reports of possible violations of City codes regulating the development and use of lands within the City of Kirkland filed by citizens, other City of Kirkland departments, or outside agencies. Conduct investigations of possible violations through site inspections, interviews and research to determine if a violation exists. Resolve code violations through a variety of means, including education, negotiation, voluntary correction, referral to mediation and when necessary, issuance of a Notice of Civil Violation, and the imposition of civil penalties. Prepares defensible staff reports for public hearings and presents cases at public hearings before the Hearing Examiner.

Minimum Qualifications

Two years of undergraduate school or vocational training in planning, law or law enforcement, building construction or related fields, and two years of experience in a related field.  Possession of a valid Washington State Drivers License.

Preferred Qualifications

Housing, property maintenance or zoning code enforcement experience.  Municipal and/or county code enforcement experience.  Membership in a professional organization relevant to code enforcement.  General knowledge of building and fire codes. 

Special Note

This position is temporary through 2018 with potential for being ongoing.

Hours of Work

8:00 a.m. - 5:00 p.m., Monday - Friday.  May occasionally be required to work on weekends to cover enforcement of specific issues. 

Working Conditions & Physical Activities

This position requires frequent travel around the City in all traffic and weather conditions to conduct site inspections.  The inspections may be on sites that are under development, have uneven ground, contain heavy equipment and/or are noisy.  Contact with the public is often under adverse and stressful conditions.  

Union Affiliation

As a condition of employment, must become a member of the American Federation of State, County, and Municipal Employees Union (AFSCME) within 30 days of employment or meet alternate regulations as set forth in the Agreement between the Union and the City.
