Do you have carpentry or commercial framing experience? We've got the job for you! The City of Issaquah is seeking a Building Inspector I. This position is responsible for a broad range of inspections directly related to knowledge of various building codes, including the International Residential Code (IRC), Uniform Plumbing Code, International Mechanical Code, International Fuel Gas Code, and Washington State Energy Code.  Inspectors are expected to coordinate their activities with other staff members and departments within the City.  Incumbents will need to contact owners, developers, and contractors and explain technical requirements or discrepancies. Inspectors check residential buildings in the process of construction, alteration, or repair for compliance with applicable building code requirements, safe construction practices, and other regulations or ordinances relating to the safety, health, and welfare of the general public.

This position is open to internal and external applicants and existing Building Inspector applicant pools.

Work Environment

Work is performed primarily outdoors conducting inspections.  Field inspection work can expose the employee to safety hazards such as falling objects, heavy equipment, power tools, inspecting roofs, unfinished framing, natural gas, exposed electrical wiring, chemicals, carcinogens, blood-borne pathogens, ditches, traffic, and working in confined and restricted access building spaces.

Essential Functions
  • Inspects single and multiple family dwellings and townhomes during all phases of construction, alteration or repair for compliance with Building Codes from foundation to final inspection for occupancy.
  • Conducts mechanical inspections of gas piping, furnace and ductwork, ventilation fans and ductwork, water heater, and other gas appliance installations in compliance with the International Mechanical Codes.
  • Performs plumbing inspections of water service lines, waste/drainage lines, and venting in compliance with the Uniform Plumbing Code.
  • Provides continuous evaluation of construction progress to observe safety procedures and sound construction practices.  
  • Facilitates preconstruction meetings with contractors, owners, architects and other City staff.
  • Provides field and office assistance to the general public with respect to building code issues; interprets building codes in the field and authorizes alternative methods of construction in compliance with the codes.
  • Organizes, prepares, and maintains accurate reports and records of inspection activities; writes letters regarding compliance on specific building issues; and completes other written reports and records as needed.
  • Engages with fellow staff members proactively to share observations and continuously improve processes, standards, and regulations.

Other Job Duties:

  • Provides assistance to plans examiner for review of permits relating to decks and stairs, and single-family residence permit application.
  • Investigates citizen complaints involving health and life safety issues; works with Code Compliance Officer to resolve issues.
  • Provides reports to Supervising Building Inspector on construction activity; provides input on staffing needs, equipment, and problem areas; attends various meetings and attends continuing education classes and seminars to keep current with building code changes and construction materials, methods, and practices.
  • Issues stop work orders for work commencing without building permits or not in compliance with building codes.
  • Regular and reliable attendance is essential to performance of job duties.

Education and Training:

  • High school diploma, or G.E.D., and two years of vocational training in Building Codes; AND  
  • Two years of experience in one or more areas of building construction; OR 
  • Any combination of education and experience which would provide the applicant with the desired skills, knowledge, and ability required to perform the job.

Licensing and Certification:

  • ICC Residential or Building Inspector certification or the ability to obtain within six months.
  • Uniform Plumbing certification and ICC Mechanical certification or the ability to obtain within one year.
  • Valid Washington State driver's license with driving record free from serious or frequent violations.
Knowledge, Skills & Abilities
  • Knowledge of municipal building, zoning, and related codes, ordinances, and regulations.
  • Knowledge of the Uniform Plumbing, International Building, Residential, Mechanical and Fuel Gas Codes and the Washington State Energy Code.
  • Knowledge of inspection techniques and practices.
  • Knowledge of all stages of residential building construction, plumbing, and mechanical installation.
  • Ability to read and interpret architectural drawings, site plans, topography and structural drawings with actual construction.
  • Ability to establish and maintain effective working relationships with other employees, contractors, and the general public.
  • Ability to interpret codes and resolve field problems offering acceptable alternative solutions.
  • Ability to prepare and maintain accurate and concise records and files.
  • Ability to communicate effectively with builders, contractors, and the general public.
